Inventory, sitemap, and cache URLs are normalized while their origin remains attached to every record.
Whole-site graph claims require a declared, evidence-bound source scope and 100% usable HTML for active graph-eligible URLs, plus the homepage and every child sitemap. The declaration is not independent proof that every site source was supplied.
Languages, articles, products, rentals, tours, and taxonomies stay in separate lanes to reduce false consolidation advice.
Every finding is marked confirmed, candidate, or withheld. Similarity alone never authorizes URL removal.
The audit is local-first and read-only. Network crawling and all live mutations require separate, explicit authorization.
decision.json and the optional CLI gate return WITHHOLD / exit 2 or READY_FOR_HUMAN_REVIEW / exit 0. Neither state authorizes a live change.
